First you need to think of your site's topic. If it's neo-related, consider having 'neo' in your name, although it's not compulsory. Some people don't like 'neo' in site names, but it's your choice. I personally don't really care about 'neo' in the name, sometimes the name's easier to remember- but not always of course ;P.

Now I will tell you some techniques in finding the perfect name =). The way I got The Brain Tree is by going to neopets' explore and looking at some of the worlds. I came across the brain tree in the Haunted Woods, then I had my name xDD. This may not be the perfect way for you obviously, cause you might not even have a neo site xD! If your house has a view, observe, and you might think of something. Maybe try observing things around you. For example, I'm listening to "Wake Up Call" (by Maroon 5) and I thought of time, and right now I'm cold xP. Thus, I have thought up "Iced Hours" (it's not that good, I know- your name will be better :P). A more famous way of thinking of a name is thinking of a word you like, then getting a dictionary and repeatedly randomly putting your finger to a word inside the dictionary until you get a name you like.

Make sure your name, if you have neo in it, has a good order. Eg. Neo-Sad would sound much worse than Sad-Neo. However, most of the time it doesn't really matter what the order of your name's words are. Eg. It doesn't matter if you choose Hat-Neo or Neo-Hat =P. Also (only if you want your site to have 'neo' in it), you may want to change 'Neo' into 'Neopians' or 'Neopets'. Now you have to decide if you want your name to have a hyphen (-), put a space between your name's words, or combine all your words together. Of course, there are pros and cons to each of these. Hyphens may be hard to remember and take longer to type (for beginners of typing :P). Spaces may be confusing for people to remember your URL, because sites can't have spaces in their URL. Combining words can be a little weird looking (thebraintree?- ehh..). For TBT, I use spaces in the name. I normally don't like names that have more than one hyphen in it xD (The-Brain-Tree= >.<).

Oh nooz- after you've came up with the perfect name, you have to see if it isn't taken already! Look the name up in google. If you see a site with your theme (or a related theme), you shouldn't go with that name. After you've checked if no one's taken your name already, you have to decide your URL. It was hard for me to decide braintree.r8.org or thebraintree.r8.org, but I just decided 'thebraintree' because I wanted our visitors to know that it's not just called "Brain Tree" =P.
I hope this helped you think of a site name <3333!
