"Proper"?...
What I mean by "Proper" is basically a good animation, and sometimes, the right color. You see, sometimes I see blinkers that look similar to this one:

...And, of course, that is not good. First of all, the animation is crazy xD! Nobody would blink that much. Also, the color is wrong. If you observe someone blink, the color you would see when it's closed is never white.


Making a Blinker
First up, open up your animation program. Now copy and paste the image you want to make blink. You might want to choose something that has non-small eyes =P. Paste the same image again into the next frame. Now choose the dropper tool and zoom up to the second frame. Click on the nearest//main color outside the eyes. Now choose the paintbrush tool and choose an appropriate brush size. Carefully color in the whole first eye, excluding the black outline, if there is one. Then do the second one. If you want, you can draw some eyelashes if you wish. However, you should only do that if your image comes with eyelashes, and if you're a good drawer xDD.


Setting the times
^^ One of the most important things in making a blinker =). You should have good experience with your animation program, 'cause I obviously can't explain how to set the time frame for each and every animation program =P. Okay, so set the time for the first frame to 1-2 whole seconds. I set mine to 1 1/2. The second frame should have a time frame of a tenth of a whole second. If your animation program lets you, view your animation to see if it turned out alright =). Now you can save. Here's how mine turned out:
