Step 1: Make a new file
Do this by going File >> New, setting the preferences to your liking, then clicking "OK". The size I'm gonna use is 350x200.
Step 2: Find your images
PhotoFiltre isn't the best blending program, so find two neopets images you want to blend (go to "Finding Neo Background Images") that have very similar backgrounds. I will use these two images:
Step 3: Paste into PhotoFiltre
Get your first image and paste it into PhotoFiltre (Ctrl+V). Move the image to the left part of the of the file leaving enough room for the next image. Deselect the image (Ctrl D). Now paste the second image and move it to the right. Deselect the image. The images should take up the whole file now.
Step 4: Blend!
Select the spray tool. Hold Ctrl and click on one of the image's background colors (this should be similar to the other image's background color). Now you can let go of Ctrl xD. On the left sidebar, where it says "Pressure" and has a bar on the bottom, clicking the second bar helps blend ;). Keep spraying between the two images, and if necessary, on the images until your two images are pretty well blended. Here's what my blend looks like now:
Step 5: Colorize (optional)
Feel that your images don't look blended enough? Colorizing the blend might help. Do this by going Adjust >> Color Balance... Mess around with the colors until you end up with something you like. Then press Ok. I colorized mine:
Step 6: Add whatever you want
Yep, now you get to add text, border, brushes etc etc etc. Not really much to explain here xP.
Step 7: Save
Now that your done with the banner, SAVE! File >> Save. Name it anything you want and make the file either jpg, gif, or png (png is recommended).

Wanna see my finished product? It's not very good since I didn't spend much time on it but here goes...
